Public Administration: Artificial Intelligence and Governance

The Master’s in Public Administration at VU Amsterdam focuses on a topic of high societal relevance: Artificial Intelligence and Governance. Artificial intelligence is transforming the way we live and our societies. Public organisations at all levels of government and our institutions are no exception.

The speed and breadth of AI adoption in the public sector requires professionals that have a good understanding of the technology, its social consequences and considered impact for public institutions.

What is special and unique about this programme?

Equal attention to technical & governance aspects

The program combines strong theoretical and analytical understanding of governance with valuable technical skills.The Master focuses on the social and governmental impact of AI technologies, and a particular stength of the programme is the close attention paid simultaneously to technical aspects and to imparting an understanding of the technology, to give you the ability to engage on these topics with authority and expertise. You learn how different AI systems work under the hood, from machine learning fundamentals to large language models, all the while engaging with critical issues of ethics, good governance, accountability and the societal impact of AI. While a public administration degree, technological aspects are not an afterthought in the programme. It is crucial to get an intuitive and hands-on understanding of the technology: a lot of governance issues around AI use stem from a misunderstanding of what the technology can and cannot do.

Team of highly qualified lecturers that are international experts on AI & Governance

You will learn from experts: we have one of the strongest teams in Europe doing cutting-edge research on AI and governance (see our lecturer team here). Our faculty are established researchers on these topics, they define the debate and the current state of knowledge on AI and governance. Because our team contributes directly to current research and debates in the field, our curriculum reflects the most recent developments.

As a student, you join an active research community visible in our departmental AI & Digital Governance Lab, our consistent outputs of scientific publications and books on topics of AI governance, and projects on AI funded by the Dutch Research Council (NWO) in collaboration with societal partners.

Close supervision

Within the programme, there is a lot of interaction between students and lecturers. You receive close guidance in writing your papers and thesis, coupled with timely feedback. This way, you are trained to become a knowledgeable and valued professional to the public sector. Our programme is tailored for personal attention, gives our dedicated lecturers the opportunity to get to know students well, and makes for a close and supportive community among students.

Curriculum

How does the adoption of AI technologies redefine the work and behavior of public organisations and their interactions with citizens? And how can we ensure responsible use of AI in governance? These developments come with significant opportunities but also, unless carefully managed, with serious challenges that can inadvertently lead to digital exclusion, amplify bias, automate inequality or decrease accountability and transparency in public services.

You will build a strong theoretical and analytical understanding of governance processes, coupled with valuable technical skills. You will learn to critically reflect on the ethical and normative challenges involved in the responsible deployment of new technologies and formulate concrete solutions that can deliver effective outcomes while aligned with public values. To maintain a strong link with practice, the programme makes use of (real-life) cases, guest lectures from public institutions and practice and assignments derived from the use of AI across public sectors, so that students are acquainted with professional practice.

A strong plus of the programme is the collaboration with the Master’s in Communication Science, which will sharpen your data literacy skills. You will become familiar with innovative computational techniques, building your technical skills and critical engagement with (big) data.

Change your future with the Public Administration programme

The AI and Governance programme answers a big gap in the job market. The central government and implementing public bodies, much like the private sector, make widespread use of algorithms and digital technologies. This programme equips you with the skills needed to operate effectively in this new algorithmic governance context, and ensure effective and responsible use and deployment of AI. At the same time, you will become familiar with innovative computational techniques, building your technical skills and critical engagement with data. Such skills are in high demand in all areas of society.

When you graduate you will be well-trained to take up employment as future civil servants, policy advisors, policymakers and regulators, different policy and management functions in the (semi-)public sector or multi-nationals as well as roles as consultants, data analysts or (algorithmic) auditors.
