dr. Flávio Eiró

Assistant Professor, Faculty of Social Sciences and Humanities, Social and Cultural Anthropology

Assistant Professor, Research Programmes - Social Sciences, Mobilities, Beliefs and Belonging: Confronting Global Inequalities and Insecurities (MOBB)

Personal information

Flávio Eiró is an anthropologist of the state and Assistant Professor in Social and Cultural Anthropology at Vrije Universiteit Amsterdam. He studies how state authority is made, negotiated and lost in everyday encounters between citizens and the people who act in the state's name: social workers, health workers, police officers, clerks.

His work brings together two fields that rarely read each other, the anthropology of the state and street-level bureaucracy research in public administration. Fifteen years of ethnographic fieldwork have taken him from welfare offices and election campaigns in Northeast Brazil to the open-air drug scene of São Paulo's "Crackland", autoconstructed neighbourhoods in Medellín and, most recently, international state-building in Haiti. He publishes in English, Portuguese, French and Spanish.

He co-convenes the EASA Network on Anthropology of the State, co-edits Etnofoor, and sits on the editorial board of the European Journal of Cultural and Political Sociology. Before joining VU in 2024 he was a tenured Assistant Professor at the University of Groningen and a postdoctoral researcher on the ERC-funded BROKERS project at Radboud University. He holds a PhD in Sociology from EHESS, Paris.

Research

Flávio's research follows one question across sites: what happens to the state's authority at the point where it reaches people? It runs along four connected lines.

  1. Frontline work and the politics of implementation. His ethnography of Brazil's Bolsa Família showed how frontline discretion turned a formally universal right into unequal access. With Gabriela Lotta he developed a decolonial critique of street-level bureaucracy theory, published in the Journal of Public Administration Research and Theory (2024).
  2. State encounters at the margins. With Giordano Magri he studies police violence, trust and belonging in São Paulo's "Crackland" (Journal of Legal Anthropology 2025; PoLAR 2026). His NWO-funded project Bureaucratic Debris (2026–2028) follows what governance remains after a policy is terminated.
  3. Brokerage, elections and legitimacy. Work with Martijn Koster on clientelism and brokerage, and a forthcoming monograph on identity politics and recognition in Brazilian elections.
  4. Crisis, intervention and the making of the state. He leads New Imperial Utopias (2026–2029), which asks how the state is made and unmade under prolonged crisis and international intervention. While Flávio will research Haiti, Eva van Roekel will research Venezuela, and Wiebe Ruijtenberg, Palestine.
