Career
Gjalt de Graaf's research focuses on: value-based governance. Instead of a technical management view, he looks at the values side of public administration. He studies what values matter in public administration, what value conflicts arise, and what strategies are used to deal with these conflicts.
He increasingly focuses on values and AI: which public values are at risk of being undermined by the increasing use of AI by government? Furthermore, he studies role perceptions and loyalties of civil servants. He also researches administrative integrity, corruption, and whistleblowers.
He studied Public Administration in Rotterdam, and then Philosophy at the University of Amsterdam. He then received his PhD from Erasmus University Rotterdam on a business ethics dissertation.
