Tjerk Budding is full professor Public Sector Accounting at Vrije Universiteit Amsterdam. He is also Director of het Zijlstra Center for Public Control, Governance & Leadership. He holds a PhD from the VU Amsterdam (2008).

Tjerk Budding’s research focuses on how governments and non-profit organizations manage finances, performance, and accountability. His work examines the impact of management reforms (such as New Public Management), showing how private-sector techniques like performance measurement and budgeting are applied in public organizations, often with mixed results due to political and societal complexities.
He also studies how municipalities measure performance, deliver services, and use tools like digitalization and e-government, highlighting the challenges of capturing “public value” and ensuring transparency. By combining theoretical insight with empirical analysis, he sheds light on the opportunities and limitations of modern governance reforms, ultimately contributing to stronger, more accountable public institutions.
