Marin Coerts is universitair docent Staats- en bestuursrecht aan de Vrije Universiteit Amsterdam. In 2025 promoveerde zij op een juridisch-empirisch onderzoek naar uitvoeringsverplichtingen in vergunning- en concessiestelsels in gereguleerde markten.

Zij is actief binnen het onderzoeksprogramma Public Contracts and Law Governance (PCLG) en de onderzoeksgroep Empirical Legal Studies (ELS) aan de Vrije Universiteit Amsterdam. Naast haar onderzoek en onderwijs vervult zij diverse academische, redactionele en adviserende functies.

Marin Coerts is an Assistant Professor of Constitutional and Administrative Law at Vrije Universiteit Amsterdam. In 2025, she obtained her PhD with a legal-empirical study of performance obligations in licensing and concession schemes in regulated markets.

She is actively involved in the Public Contracts and Law Governance (PCLG) research programme and the Empirical Legal Studies (ELS) research group at Vrije Universiteit Amsterdam. Alongside her research and teaching, she holds various academic, editorial and advisory roles.

Research

Marin Coerts doet onderzoek op het snijvlak van algemeen en economisch bestuursrecht, met bijzondere aandacht voor marktregulering, schaarse publieke rechten, uitvoeringsverplichtingen, publiek-private samenwerking en het evenredigheidsbeginsel.

Daarnaast richt zij zich op empirisch juridisch onderzoek (Empirical Legal Studies) en de toepassing van inzichten uit de gedragseconomie op juridische vraagstukken. Door juridisch onderzoek te combineren met empirische methoden, waaronder experimenteel onderzoek, onderzoekt zij hoe empirische bevindingen kunnen bijdragen aan een juridische beoordeling van overheidsregulering. Zij publiceert zowel nationaal als internationaal over deze onderwerpen.

Marin Coerts conducts research at the intersection of general and economic administrative law, with particular attention to market regulation, scarce government rights, performance obligations, public-private cooperation and the principle of proportionality.

Her research also focuses on empirical legal studies and the application of insights from behavioural economics to legal questions. By combining legal analysis with empirical methods, including experimental research, she investigates how empirical findings can contribute to understanding and legally evaluating government regulation. She publishes on these topics in both national and international academic journals.

Teaching

Marin Coerts verzorgt onderwijs op bachelorniveau (B1-B3) aan de Vrije Universiteit Amsterdam op het gebied van het staats- en bestuursrecht. Zij is vakcoördinator van Beginselen bestuursrecht en was betrokken bij het programma Zichtbare Leerlijnen. Daarnaast begeleidt zij bachelor- en masterscripties en draagt zij bij aan postacademisch onderwijs voor juridische professionals op het gebied van het algemene bestuursrecht en het bestuursprocesrecht.

Marin Coerts teaches constitutional and administrative law at bachelor’s level (B1-B3) at Vrije Universiteit Amsterdam. She is course coordinator for Principles of Administrative Law and has contributed to the 'Zichtbare Leerlijnen' programme. She also supervises bachelor’s and master’s theses and contributes to postgraduate professional education for legal practitioners in the fields of general administrative law and administrative procedural law.
