However, in situations involving traffic uncertainties and broader societal impacts, a rigid permit system does not always outperform traditional pricing policies.
Furthermore, Geng demonstrates that travelers exhibit diverse attitudes toward travel time uncertainty, depending on the context and mode of transportation. This insight helps policymakers better incorporate behavioral preferences and psychological biases into policy design and evaluation.
