DESCRIPTION: What can legal experts contribute to a new perspe
ctive on citizenship in social assistance?

Social ass
istance was once intended to guarantee subsistence: ensuring that peo
ple can meet their basic needs. In recent decades, however, the focus
has increasingly shifted to activating people towards employment. Th
is principle has become deeply entrenched in legislation, implementat
ion, and case law, but in practice has proven largely ineffective. Mo
reover, it has led to growing distrust between the government and soc
ial assistance recipients. In her plea for stronger integration of le
gal research into research on institutional stability and change, Anj
a Eleveld, professor of empirical legal research on precarious work a
nd poverty, argues that change in social assistance requires a new co
nception of citizenship: relational citizenship, in which connectedne
ss and responsibility are reimagined based on principles of sustainab
ility, care, and interdependence. Read more in the <a data-item-id="f
